scheme officially to us in this form. But Abrahams asks me to
find out whether you agree that the best way of beginning
would be for us to write to the Colonial Office officially.

for consideration and asking whether the Colonial Office
would be prepared to take it up. This informal correspondence
will be on record on both sides to show the real paternity
of the idea!
